September 20, 2023 Regular Meeting

Call to Order

President Stephanie Guerrero called the Budget Hearing to order at 6:00 p.m. Board members present were: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood.

Hearing on the 2023-2024 School District Budget

Josh Hilbert moved and Matt Wood seconded the motion to open the hearing on the 2023-2024 school district budget. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Martha Leeper moved and Jessica Browning seconded the motion to close the hearing on the 2023-2024 school district budget. Roll call vote: Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Hearing Adjourned

Lori Campbell moved and Jeff Stahl seconded that the hearing be adjourned at 6:02 p.m. All voted in favor. Motion carried.

Matt Wood moved and Lori Campbell seconded the motion to enter closed session at 6:04 p.m. for the reasons stated on the agenda. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Resignation

Josh Hilbert moved and Martha Leeper seconded the motion to accept the resignation of Carol Stacey as the District Bookkeeper effective June 30, 2024. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Resignation

Jeff Stahl moved and Stephanie Guerrero seconded the motion to accept the resignation of Stephen Ward as the High School Assistant Girls Basketball Coach effective immediately. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Employment

Matt Wood moved and Lori Campbell seconded the motion to employ Stephanie Netterville as an at-will, benefitted bus driver. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Lori Campbell moved and Martha Leeper seconded the motion to employ Andrew Martin as the Middle School Chess Sponsor for the 2023-2024 school year. Employment

Josh Hilbert moved and Stephanie Guerrero seconded the motion to employ Lacey Wood as the Middle School Assistant Speech Coach for the 2023-2024 school year. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, and Jeff Stahl. Abstain: Matt Wood. All voted in favor. Motion carried.

Employment

Lori Campbell moved and Matt Wood seconded the motion to employ Vanessa Templeton as the Middle School Assistant Girls Volleyball Coach for the 2023-2024 school year. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Consent Agenda

Superintendent’s Report

Mr. Meadows provided the Board with updated district enrollment numbers.

Mr. Meadows discussed the School Maintenance Grants.

Mr. Meadows updated the Board on the status of the District Audit.

Back to School Updates were presented to the Board by building principals Mrs. Rice, Mrs. Sommer, Mr. Downing, and Dr. Field.

District Budget

Martha Leeper moved and Matt Wood seconded the motion to adopt the 2023-24 district budget as presented. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Board Policy

Lori Campbell moved and Jessica Browning seconded the motion to adopt Board Policy 7:60 as presented. Roll Call vote:Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Cafeteria Tables

Matt Wood moved and Josh Hilbert seconded the motion to approve the purchase of eight (8) cafeteria tables for the Illiopolis campus for the amount of $22,054.67. Roll Call vote:Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

School Maintenance Grant

Martha Leeper moved and Matt Wood seconded the motion to allow the superintendent to apply for the FY24 School Maintenance Grant for the amount of $50,000 for masonry work on the 1924 structure of the middle school during the summer of 2024. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Halloween Party

Matt Wood moved and Jeff Stahl seconded the motion to allow the Village of Illiopolis to hold their Community Halloween Party in the old gym at the middle school on October 21, 2023 from 5-8 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.

Christmas Festival

Lori Campbell moved and Stephanie Guerrero seconded the motion to allow the Village of Illiopolis to hold their Christmas Festival at the Illiopolis Campus on December 9, 2023 from 7:00 a.m. to 4:00 p.m. Roll Call vote: Ayes-Jessica Browning, Lori Campbell, Stephanie Guerrero, Josh Hilbert, Martha Leeper, Jeff Stahl, and Matt Wood. All voted in favor. Motion carried.
